On the release of goods before the declaration of goods
We draw the attention of the subjects of foreign economic activity to the fact that on 01.01.2018 the Decision of the Board of the Eurasian Economic Commission (hereinafter - EEC) No. 171 of December 13, 2017 "On the Application for the Release of Goods Before the Declaration of Goods" (hereinafter - Decision No. 171) , which approved the application for the release of goods before the declaration of goods (hereinafter - Application) and found that until 01.07.2018 the Application is used only as a document on paper.
By the Decision of the Collegium of EEC of 19.12.2017 No. 177 "On the structure and format of the application for the release of goods prior to the filing of a declaration of goods" (hereinafter - Decision No. 177), the structure and format of Application were approved. At the same time, by Point 2 of Decision No. 177, member states of the Eurasian Economic Union are recommended from 01.07.2018 to ensure the use of the structure and format of the Application approved by this decision.
In accordance with point 2 of Article 441 of the Customs Code of the Eurasian Economic Union, when the goods are declared for release before filing a declaration for goods, the authorized economic operator who acts as the declarant of goods shall file an application for the release of goods before filing a declaration for goods in the form electronic document.
In order to comply with the aforementioned EEC Recommendation in the Republic of Belarus, as well as to reduce the time for customs operations from 01.07.2018 in software products used by the declarants, the opportunity to fill and print the Application, and also present its electronic form to the customs authorities on information carriers in the structure and format established by the Decision No. 177.
